Tender opens for research into effective and innovative consultation with the third sector

The Office of the Third Sector, in collaboration with the National Council of Voluntary Child Care Organisations (NCVCCO), is seeking to commission research into effective and innovative methods of consultation with the third sector.

Consultation is an integral part of policy development, helping public bodies to make better informed decisions, improving both public service delivery and public accountability. Listening to the views of citizens and communities is vital for a thriving democracy. 

The Third Sector Review, published in July 2007, recognised that more needs to be done to continue to drive best practice in consultation and, in particular, hearing multiple voices, including from those in marginalised groups and the smallest organisations.

Accordingly, the Government is committed to invest in research to better understand the most effective methods of consulting with a range of third sector organisations. We wish to appoint an experienced team to do this research and invite those who apply to suggest the most appropriate methods of undertaking it. There will be three outcomes from the research:

  1. a report highlighting best practice
  2. a tool-kit to assist all levels of Government in thinking about consulting with the third sector
  3. a series of seminars outlining the findings.

The contract is expected to start on 10 March 2008.
