Responses from individuals to the methodology
paper and backgound working papers
This webpage lists all of the responses received to date from
individuals in respect of the Strategy Unit's methodology paper
and background working papers, published on 30th January 2003. Responses
are listed in alphabetical order, separated out into responses from
organisations and responses from individuals. In some cases, individuals
indicated an affiliation to one or more organisations, even though they
appeared to be responding in a personal capacity. All such affiliations are
indicated next to individual xnames. Where respondents provided more than
one document as part of their response, these documents are numbered and
are listed on this webpage in their most logical order.
Every attempt has been made to ensure legibility of the responses published
on this webpage. However, the legibility of the electronic copy is
inevitably constrained by the format of the original response. For this
reason, typed transcripts of hand-written letters are listed next to the
originals. In addition, hard copies of responses will be available from the

We would like to take this opportunity to express our gratitude to all
those who submitted responses. We are especially aware of the difficulties
faced by many respondents in submitting their views on our papers within
the one month timescale requested. The Strategy Unit has itself been set a
challenging timetable of producing a final report from this study by the
end of June. Within the context of this timetable, we have set out to
provide as much opportunity as possible for stakeholders and experts to get
involved in our work, and for the wider public to comment on our
work-in-progress. Our promise throughout has been that we will endeavour to
take into account all information that we receive during the course of the
study. In the light of this promise, we were pleased to be able to extend
the deadline for responses for those who requested an extra period of time,
and we are pleased to be able to include on this web-page responses that
were received after the original deadline.
Finally, it is important to emphasise that our final report will not be a
statement of Government policy - indeed, as has been clearly stated in our
overview methodology paper, the Strategy Unit report will not make policy
recommendations, and nor will it set out potential implementation
strategies. Instead, our final report will itself be a contribution to the
debate, and we anticipate that all interested parties will be invited to
comment on the content of the report.
