The project was announced on 3rd December 2003 and is expected to continue until late Summer 2004.

Phase One of the project was an extended scoping phase, running until early February 2004. The Strategy Unit held meetings with representatives of disabled people, with service providers, with Government Departments and with other organisations. The Strategy Unit also reviewed the literature and evidence base on disabled people's life chances. At the end of this phase, the Strategy Unit proposed some areas for more detailed analysis in Phase Two of the project - these areas are described here.

Phase Two of the project consisted of a detailed analysis of the areas identified by the Strategy Unit in Phase One. The Strategy Unit increased its engagement with disabled people, representative organisations and other groups, though stakeholder seminars, discussion groups and other forums.
