NOAH Enterprise is seen as an organisation that is able to attract and work with socially excluded people others find hard to reach. As such it is in a unique position at the interface between clients and many local agencies and provides housing support, benefits advice, health care, welfare services, outreach support, training and work experience. By providing this holistic package, NOAH is able to make the maximum impact on someone's life. The ACE Pilot is an extension of that approach.
The aim of the project is to find people in acute need in Luton and to be proactive and supportive in engaging them in a range of holistic support that will help them to improve their life situation before they are in crisis. In doing this the project looks to eliminate the revolving door of provision of expensive statutory emergency help which is frequently followed, and therefore frustrated, by return to the vulnerable circumstances which gave rise to the crisis. The cost of what is often repetitive emergency intervention is considerable and lasting beneficial outcomes for the individuals concerned are not being realised. A parallel objective of the project, to dramatically improve these outcomes, is already being realised. A Care Plan is prepared for each individual – a road map for their lives, tailored to their personal circumstances and which can address urgent needs as diverse as immediate medical screening to finding, and assisting in securing, independent accommodation. Both of these examples are prerequisites to moving to a stable life which is laced with quality.
Equally encouraging, the Pilot has become a catalyst for a constructive and effective partnership between NOAH and a number of agencies including the Primary Care Trust, Mental Health Partnership Trust, Drug & Alcohol Partnership, Local Authority, Community Police Division, Probation Services and other complementary voluntary organisations. These agencies are represented on a Steering Group which provides operational and strategic support for the project, ranging from determining referral priorities to maintaining governance.
