The Coalition Government has stated its determination to target resource to front line services and drive cost out of administrative functions and improve efficiency and effectiveness in public spending.
The Civil Service Reform plan places a responsibility on departments and arms length bodies to realise efficiency savings by sharing services across central government. The Next Generation Shared Services Programme has been developed specifically to;
Execute the current programme to create five centres for transactional services (eg finance, payroll, HR, procurement) creating the necessary infrastructure by the end of 2013, with full delivery of the programme by 2014, with potential cost savings of £600m a year.

The Next Generation Shared Services Strategic Plan presents how central Government intends to implement, operate and manage back office transactional services across departments and arms length bodies.
The Strategy has been developed by Cabinet Office in partnership with government departments, taking onboard recommendations from Public Accounts Committee and National Audit Office by putting in place strong programme leadership, robust governance and a detailed implementation plan.
The new shared services model will not only offer better value for money but also improve customer outcomes and leave departments to focus on their core functions and objectives.
Strategic Vision - July 2011
The Cabinet Office had a commitment in the Cabinet Office Business Plan for 2011-15 to publish a model for Whitehall shared services in July 2011. The Strategic Vision document is a summary of the proposed strategic vision and future operating model for Government Shared Services.
