July 2005
Following a commitment given by the Prime Minister in evidence given to
the Liaison Committee last year the Cabinet Office has published updated
guidance to officials in Departments and Agencies who may be called upon
to give evidence before, or prepare memoranda for submission to,
Parliamentary Select Committees.
The Rules have been updated to reflect changes both in Government
and Parliament, and to take account of the Freedom of Information
Act. Changes have also been made in response to concerns which
various Committees have highlighted.

Following the announcement of the General Election, the Cabinet Office
has issued guidance to civil servants on their conduct during the
Election period.
Separate guidance on civil servants’ conduct during local elections will
not be necessary as the General Election guidance will take precedence.
The guidance is effective from 5 April 2005.
The separate guidance notes within the main document can also be accessed
